Continental gets AirTran's 10 slots at Newark.
AirTran gets 4 slots at LGA and 6 at DCA from, which they do not currently serve.
No money will change hands.

My bad, I misread the article. (For no apparent reason the third paragraph is about Southwest, which would gain entry to DCA if their bid for Frontier goes through.)
