A Delta 744 from Tokyo to MSP was returned to Tokyo because someone noticed two men carrying BAGS OF URINE into the lav... They could not determine that it was urine at the time so the Captain being leery decided to return to Tokyo at which time the flight had to be cancelled likely due to crew duty limitations.
