This has never been accessible to the public. It's basically the lead-in strobes for 4R. But I certainly don't blame you for asking. That would be insane!
I'd love to sit there with a big ol' thermos of Long Island Iced Tea in the summer time. Of course, I would soon find myself in the ER delusional and with massive heat stroke
Joe was one of the main "guys" for this stuff back in the 90's, he had lots of access priveleges. I think he has some other career now.
