This works very well in Florida already and on some level would certainly help to reduce delays.
Oh yea the highway system is a dream to use thanks to this. I think it would be a good thing for NY and I would expect NY to do away with $1 a month service fee since you are basically making everyone have to get it. They will save a ton in payroll.

You're not supposed to be paying $1 a month service fee if your address is within New York State and you belong to New York State E-ZPass (MTA or NYSTA acct).
If you live in New Jersey, or if you live in New York and request a Port Authority Bridge Plan (commute to NJ to work or whatever) then it would default to a Port Authority E-ZPass acct in which case you would have the $1 monthly fee.
