I thought this was a new decision, but reading the article, it doesn't necessarily sound like a done deal. The letter from NG President & CEO Wes Bush to the Pentagon says they "cannot proceed to submit a bid" for the job "as currently structured". I guess they are hoping that this threat will cause the Air Force to issue a final RFP that is more in line with what they have to offer. It worked the last time, let's see how the Air Force reacts now.

I think that either way Boeing is a shoe in. One thing I am willing to credit Obama's goverment for is that he is pushing hard on the made in the USA side of things and we all know NG is just the Airbus front obviously. Look what he did to the Marine One project. Its pretty much iced.
