OH that explains it. I thought this was from a movie that came out last year or something.

Was there a TV cartoon with this? Is this the people inside the computer?

I don't remember a TV cartoon, but yes, the plot of the movie has a computer hacker trapped inside a computer, competing in gladiator-style competition.
