White bags along LGA's Runway 31-13 today (8/22)

I was flying from LGA to RDU today and while taxiing I noticed many small white bags along the edge of the runway. They seemed to be too small for trash bags. I initially thought they were birds but there were so many of them (and they weren't moving)

    Anyone have an explanation?

RDU-JFK, sorry for the slow reply. LGA runway 13-31 has several major construction projects now going on, it is closed almost every Saturday and overnight several times a week. The Runway lights have been temporarily
removed and what you saw are white sandbags that hold in place the wiring for the temporary runway lights, that is on the surface instead of underground. Here is a photo I took on August 8th as an example.

Thanks for the response! I figured it was something with the lighting. Interesting.
