WASHINGTON—With oil prices hitting record levels, the United States Air Force announced today that it has begun selling passenger tickets on all flights operated by its Air Force One fleet in order to maintain the service as a "feasible enterprise."
"It no longer makes sense financially to let one passenger dictate when and where we travel," acting Secretary of the Air Force Michael Donley said in a press conference at the Pentagon, the Air Force's corporate headquarters in Arlington, VA. Sorry guys in the UK it has 2 meanings

1) A joke
2) Can also mean to annoy some one by bugging them a lot and thus wined them up like a clock work toy until they snap and watch their reaction a bit like what the tv show Candid camera does to people.
