NEW YORK - The Bush administration's plan to let the free market play a role in easing gridlock at the nation's most congested airports suffered a major blow Thursday.
A key Senate subcommittee attached a provision to a federal spending bill that would block the U.S. Department of Transportation from implementing a plan to begin auctioning off prime takeoff and landing slots at New York's three main airports. [
