On the bright side, no one in Congress seems to be in any hurry to get this done. It was originally introduced in 2003 and failed, then again in 2005 and failed, and now stalled after being introduced in 2006.
Thanks for posting Fred. I came across this just recently myself.
That proposal really needs to be killed. I hope some people take the time (from uploading), to read the article.
