UCLA student tasered, excessive or justified?

At UCLA there is a policy that students are required to show their ID card after 1100pm, when this student was asked to show his ID card, he refused, he was then asked to leave, he refused, when Security attempted to move him, the student refused & resisted, what followed next is on the video:
