I know the IKEA parking lot is a pretty good place, but I believe police presence there is almost guaranteed, and in general EWR has a lot more police incidents than JFK or LGA...
The Airtrain can be decent for spotting too, but again, you're technically not even allowed to take photography on the Airtrain.
There are people on here who spot EWR a lot who can help you out more though!
